Manual referral submission toggle for program owners

You can now let affiliates submit referrals by hand, right from their portal.

Some referrals never get tracked automatically. Think offline deals, warm intros, or conversations that happen over the phone. This toggle covers those cases.

Program owners control it from program settings. Flip it on when you want manual submissions, off when you don't.

Once enabled, affiliates get a simple form to log referrals themselves. This is handy for:

• Offline or in-person referrals
• Relationship-driven deals that skip the usual tracking link
• Any conversion that didn't fire an automatic event
